We need to place a vertical drop down navigation menu with the scrollbar on the right of our page,
and have the submenus popout on the LEFT side of the vertical navbar.
Can I create such drop down navigation menu using your software?

Yes, you can create such drop down navigation menu with DHTML Menu.
You should set the following parameter:
var smViewType=2;
